There are a number of reasons ie

It is an old section which hasn't been upgraded yet.
It is in a section where there is a drain on power either for powering
up or regen breaking requires 2 lines.
Busy corridor, etc.

Talking to an o/head wiring dude, the more wires, the longer it will
last. I'm not talking about double the time for two wires. Apparantly
the 2 wire section last 4 times longer than the single wire sections.
