Do nothing, maybe ask some $ to upgrade the mainline, to reduce running
time. Maybe more frequent train service(replace the Friday coach
service with train)?
LRT introduce between Albury/Wodonga.

Yes-->make sure you SG all the freight branches before you SG this line
otherwise you would create something like Ararat-Ballarat line and Mt
Gambier line where the line is isolated and have little potential to
reopen.
