I don't think so.
I gather the blackout was at 2 pm with power restored progressively 3.10 pm
- 4.30 pm.
I travelled by train Kogarah - Sydenham - Circular Quay at 4 pm. Trains
seemed to be running within 5 minutes of tabled time. I would expect that
if Cityrail had lost any power, the situation would have been very
different.
BTW, the NSWGR (like the VR) used to have its own power stations (until ca.
1950). The high-voltage supply to city SRA substations is largely
independent of that to the Energy Australia retail network. Things may be
different on some lines electrified post-1950.
