In any accident (train or car etc), there are two impacts - first the
vehicle hits whatever (in this case, one loco hits another), the second is
that the person hits their surrounds (that is, the driver is slammed into
the controls, or steering wheel in a car accident). The idea of
seatbelts/airbags is to reduce the impact of that second collision. As in
car accidents, they may well reduce injury in rail accidents by stopping a
train driver being slammed into the controls (remember the loco stops from
50km/h in nearly zero time - the driver then hits the dash at similar
speed!)
I believe later Clyde loco's (including the G's, N's etc) were built with
their cabs laid out to reduce the consequences of that second impact.
