The Rova Mechs have been around much longer than the Rail Saftey Act (NSW) , railway accreditation and even the State Rail Authority.

Evereywhere that is except of course NSW where you have to be acrredited
with the DoT under the Rail Safety Act AND have defacto accreditation (with
a whole bible of different rules and regulations) with Rail Access Corp.
