Since no one else seems to have answered this, I'll try:
A rova mech is an authorisation for some movement to take place which is
not automatically authorised by standard rules - for instance a
locomotive or carriage may not be included in the "normal" list of
authorised equipment, or some item may have some mechanical
characteristic which would normally be unacceptable but which is being
permitted on this occasion.
The name arises from the four-letter telegraphic codes which include
other commonly used ones like "amex".
Every railway system needs some such provision but they may not use the
same names.
