A "Rova Mech" authority is authorised by the Principal Engineer, Rolling
Stock or his representative and it approves; variations to new and existing
vehicles, variations to train operating techniques, clarification of
existing conditions to prevent misinterpretation, a train required to haul a
load which is outside the prescribed limits for loads, conditions,
marshalling or train timetabling(but not out of guage loads), transit of
vehicles not satisfing normal operating conditions and locomotives ,trains
or vehicle types required to run on sections of line over which they are not
normally authorised to travel.They also cover the movement of any "new"
rolling stock untill an amendment has been published to include the new item
into the working timetable.
I would asume that the Victorian Railways would have a similar type of
telegram.
