The following may be of use. It is from R Fluck/B. Marshall/j Wilson: 
"Locomotives of the Commonwealth Railways", Mile End Rlwy Museum, 1972:
"...the plan to provide locomotives only for the express service was 
extended and an order for eleven diesel-electric locomotives to replace 
all main line steam power was placed. The type selected was the F7 model 
of the Electro-Motive Division of the General Motors Corp. and the 
contract for erection of these locomotives in Australia was placed with 
the Clyde Engineering Co. Ltd of NSW. This type was similar to units 
built in by GM for use in the USA for some years. ... It ran its initial 
test run from the Clyde works at Granville to Penrith and return on 24th 
August 1951, after construction had been accomplished in only 108 working 
days after the issue of the first drawing." (p. 46).
