No, for two reasons:
Firstly, the C's are not for sale, so they can't be bought
Secondly, the X's are a very useful loco, they can go just about anywhere in
Victoria on just about any train (they've helped us out on many an
occasion!).  On the other hand, C's are much restricted in their route
availability.  If the X's can be rebuilt with 3000hp while retaining their
relatively light (compared to a C) axle load, their usefulness will be
further improved.

Darren - any word on electrical improvements (ie, will X38 get wheelslip
control or any other such niceties?)
