May possibly have been a computer problem? Certainly the driver told
Control he'd wait until they fixed the problem, and the order wasn't
given until an hour after that conversation.

I am intrigued by the comment that WL1 was unable to obtain a Train
Order.
These are issued by what is now called TOCO (Train Order Control), which
is an
offshoot of ORCO (Orange Control). The signal box (Orange East Fork)
does not
get involved, apart from the fact that the train will probably have to
advise
OEF that he has an Order, and thus is ready, and able, to proceed.
I would think that there would have been another problem.
