Afaik: it was simply a convenient way getting the freights to and from the goods yard. According to Tony Coen (in TRN #192, page 15), "Departing goods trains were transferred from the bottom yard to the top yard normally in two sections, the first by the bottom yard shunting engine and the second by the train engine(s)."
Both Platforms 1 and 1A were used for arriving and departing goods services. Platform 1A, the closest to the city, was also used for mails and other van goods as road vehicles could back right up to the wagons.
I suspect that there would be very few passengers, other than enthusiasts and railway workers, wanting or needing to ride in the 'DB' guards vans.
